Pricing on an hourly basis. The metrics are 1500 - 1800 words/hour.

the outsourcer is not coming out with pricing.
He waits for your quote, counting on your experience as a translator. Which is normal. Do you go to the haridresser saying: can you cut my hair for $5?
Of course, your quote will be too expensive, whatever you'll be saying. Which is not normal, but current practice.
Note: in some countries (France for instance), outsourcers don't even have the right to give orders about rates to a self-employed person.
