In Portugal, all foreign nationals are entitled to healthcare under the National Health Service (SNS). According to the legislation, all Portuguese citizens, as well as all citizens with permanent residence or temporary stay or residence in Portugal, who are nationals of European Union Member States or equivalent, nationals of third countries or stateless persons, applicants for international protection and migrants, with or without legal status, are beneficiaries of the SNS. Also, who is checking these questions before they're posted? "Pay for health" is not the same as "pay for healthcare" (which is what is intended here).

They are just mindlessly churned with an automated software and there are no staff members checking or monitoring them.

No idea. I know they cover to certain ammount, than it is payable. All i know is that resque with a helicopter should be charged for sure! We have Alps in my country and the conditions, expecially in winters are many times underestimated. Foreigners basically climb in flip-flops...
