Who would pick a candidate depending on the length of his quote?
The answers proposed seem to lack the most important criteria, which are clearly rate and experience.

When I submit a price for a job, the client normally wants me to do the job and not someone else. They know about me from a museum, gallery, colleague, from past work I've done for them, or whatever, so what they want to know is if they can afford the price. If it fits their budget, they accept.

I assumed it was because they (a regional government) had their own translator but had to have three quotations in order for the tender process to be valid. 2) incredibly low rates
3) very low rates
4) low rates
5) acceptable rates
6) experience + incredibly low rates
7) good experience + low rates

... and those are the ones I never hear from. The assignments I've done through the job board were always from clients who appreciated my profile and flawless application.
