Plenty of us dropped it a long time ago. As you observe, it's a matter of style and not of correctness, so one publisher's choice to deprecate it is no big deal.

The story was suspicious in the first place and the web page in question was last altered in September 2009 (and the PDF version offered there has the same date).

The style guide is for university publications (internal and external) and has nothing to do with OUP style. The University of Oxford simply (and reasonably) states that its press releases, for example, should correspond to popular standard British usage (= French spelling of verbs [-ise], ommission of Oxford comma, etc.).

I'm glad to hear that the Oxford comma is alive and well. I always use it in lists of items and often find it confusing when other don't use it.
