Are there any free online site for a person with high school diploma who wants to learn English as second language by self- learning method? Or are there any other methods?

I use www.onestopenglish.com for downloadable material. Also, www.handoutsonline.com is a good one but requires paid subscription (some handouts are free).

As a Chinese, I think it is very hard to open my mouth to speak English, I always make wrong sentence, I wish I could hold on.
