Where can I learn about paying to bid? (Answer: FAQ)

Where can I find the information describing the bidding system. I couldnt submit a bid because I didn\'t specify a method of payment for the bid.
Also, another bid could not be submitted because the \"bid was out the range\". However the message said the range \"must be .....\" and that was specifically my rate range.
Confused about this site, to say the least.
