exporting to dual-language two-column RTF file

I have recently had occasion to (attempt to) export several documents to dual-language two-column files. About half of the time, I am unable to choose the "two-column RTF" option (only memoQ-XLIFF is available). Does anyone have any idea why I sometimes can and sometimes can't?
