The phrase in question says,
"Acá estamos, echando la ruca".
I found that "ruca" in Ecuador means "siesta," however, I do not know the national origin of this inmate, and he might as well be from Mexico.

According to www.jergasdehablahispana.org "ruca" means "prostituta" in Peru. Don't know if this has anything to do with your text, but thought I'd throw it out there. That website has been quite useful to me on projects like yours.
