The following appears at the top of a letter in response to a disability insurance claim in Puerto Rico and is sent from the Office of Disability Adjudication and Review:

I am unsure of the proper translation of "Abogado Consejero" in this context.

Abogado-consejero, with a dash, not a comma, is definitely not an in-house lawyer but an external advisor providing legal advice, as in the following example:

También fue profesor invitado en la Academia de Derecho Internacional de La Haya y abogado-consejero ante la Corte de Derecho Internacional

What Is an Attorney Advisor?
Attorney advisors work closely with government officials to help them understand pending laws that will affect their agencies or for which they hold responsibility for implementation and enforcement. If Congress passes a cybersecurity law, the U.S. Department of Homeland Security, which is responsible for cybersecurity, will counsel with attorney advisors to determine the regulations needed to enact the intent of the law. When necessary, attorney advisors recommend ways to alter agencies’ current policies. They also consider the policies needed to ensure that the agencies’ operations and practices adhere to the new legislation. They may also give advice on issues relevant to the agencies. For instance, an attorney advisor working for the Office of Tribal Justice may discuss legal ways to protect Native American rights.

Attorney advisors also represent their agencies before state and federal regulatory bodies such as the U.S. Equal Employment Opportunity Commission and federal and appellate courts. Additionally, they may represent their agencies in meetings or on task forces with domestic and international government officials, deliberating on the legal aspects of subjects like arms control or information sharing in the intelligence community.

Attorney advisors also assist in formulating and putting into practice U.S. foreign policies. These legal professionals also participate in U.S. diplomacy. When government agencies, such as the U.S. Department of State, handle international issues, attorney advisors help them make decisions within an international legal framework that best promotes U.S. interests. These issues may relate to the environment, economics, and international business, among other topics. The attorney advisor’s work can involve advising agencies about the technical language of international agreements and helping officials to consider specific legal provisions. Responsibilities also may require participating in diplomatic conferences, representing the U.S. in meetings with international organizations, and assisting in the representation of the U.S. in United Nations sessions.

and it looks as though "advisor" would be better than "adviser"

There is no difference between adviser and advisor besides spelling, and both are acceptable for someone who gives advice. Some people, though, feel that advisor is more formal. Advisor tends to be used for people having an official position—for example, an advisor to the president.

Counselor (US) / Counsellor (UK)

A counselor is a member of a council. Its role is to give its advice to its clients, counsel, and others.
Peer comment(s):

neutral Carol Gullidge : A counsellor offers advice, whereas a member of a council as called a councillor, at least in UK EN

disagree AllegroTrans : Not a member of a council, but a lawyer. FWIW, a member of a council in the UK is a councillor.

Spanish term (edited): Abogado Consejero, PR

of (inhouse) Counsel; E&W Consultant Lawyer

Aviso del Decisión del Abogado Consejero : Notice of Consultant Solicitor's ('of Counsel's') Decision (prepositional problem with two ofs >) of - of Counsel : the latter routinely employed inhouse or as an independent contractor with a corporation (insurance company), football club, esp. English Premier League or law firm : usually Solicitors rather than a set of Barrister's Chambers.

Problem with the label of Consultant in the UK for Solicitors & Notaries Public is that it commonly refers to a retired partner or an associate who has been trained up and moves away e.g. to another country, but stil,l appears on the letter-headed paper as as favour.
Example sentence:

Consultant means any person, including an advisor, who is (i) engaged by the Company or an Affiliate to render consulting or advisory services > US As a consulting attorney, I work almost exclusively for other lawyers on an as-needed basis.

What Does Of Counsel Mean? Of counsel is a role that is traditionally given to attorneys who are in partnership with the law office and others like and want to have around

agree AllegroTrans : It would be alot less confusing, more helpful, and also glossary-compliant, if you would put your "bits" such as E&W etc etc. in the explanation section and just give the "raw" answer in the answer box. You've been using the site long enough to know this.

Thanks, Chris. In the event, my answer won't go into the glossary anyway. Adrian MM., of Counsel, rather than an unqualified Legal Adviser - cut to failed law finalists in the UK acting as immigration & naturalisation Legal Advisers and 'Agents'.
agree Jennifer Levey : Agree above all with AT - plus, it doesn't help when you add a country code to the end of the term being queried by Asker.

Thanks, Jennifer. In the event, my answer won't go into the glossary any road. Otherwise, I'm pretty sure Consejero acts as an adjectival suffix here. Adrian MM., of Counsel.
agree Christian [email protected] : I don't know what E&W is, but "Counsel" is correct.
