As a basis the scientists took(adopted) the so called "flying wing" scheme with a transformed fuselage(body,hull) as a composite part. - this would be my proposition.
The problem is that the sentence is written in a very bureaucratic manner, which is hard to translate directly.
I am an aircraft engineer for over 20 years in the field and the described scheme is familiar to me.
In an airplane the wing is the only part that produces substancially more usefull power - lift then drag. All other parts produce mostly drag. To eliminate this the scientists took only the wing (consisting of two halfs)and connected them together increasing the overall dimentions. So in its root part the wing becomes very thick so it can be used for transporting passengers or cargo. That's why here we don't have the common fuselage in the form of a cigar, and also it becomes a composite (integral) part of the wing. In the history of aviation there are only few airplanes built like this and they did not have commertial or military siccess.
The word "vyrozhdajushchijsja"(in English - degenerate, deteriorate) is used in the sense of changing its normal, common shape but not in a negative manner as the English word suggests. The other word "sochlenjonnym" is not quite right, becouse there is no fuselage separately to attach to the wing. It is in it. Besides that I don't like it stilisticaly.

The new blended-wing body, or "flying wing," design does away with the cigar-shaped fuselage and tail section that have been mainstays of modern passenger planes. The flying-wing design fuses together the wings and fuselage into one sleek vehicle that resembles a boomerang. The advantages of a flying wing construction over a conventional airframe are the enormous reductions in weight and drag resulting from the elimination of a fuselage and tail unit and included reduced costs and much improved performance.
