It's all about absence of tolerance. The word is used by way of an exclamation uttered by a leading character in a caricature. The setting: a gallery, all spectators have 'butt' (!) instead of some part of their body (butt vs head, butt vs bust etc)... The only one (the smallest) has a bare grain as a head. The chief butt-head is pointing the short man to the door uttering: "неформат!". The pictuer's real funny. Thx!

There is no such word "неформат" in Russian. It is just a mix of two words: freak(or a member of an unofficial organization)/неформал and format/формат.
I think it is a good idea to use here the same English mix of "informal"+"format"="informat"
