Please help me find a translation for "a fronte dei" in this particular context.

@Otok Then I would simply put "paid 1 euro of the 2 euro agreed", which says no more nor less than the Italian says.

I had the same doubt in interpreting the sentence, even though I'm more inclined to belive that the final amount paid by X was almost half of the agreed amount. Actually it is not really clear, and in the rest of the document there is no further mention to this or other payments.

a fronte di This is open to interpretation. All we know is (a) x paid y 1 euro and (b) 2 euro had been agreed. This could mean that x paid the first instalment and everything is Ok, or that x should have paid 2 instead of a and y is going to take x to court, or....
Can't really translate until we know why 2 was agreed and only 1 paid or basically what is going on.
In the absence of further context, the most neutral would be "compared with"

yes the sense is "to cover" with a small hint at the fact that the outcome is different from what expected
