I guess tunjangan in this case stand for THT so it is redundant with pensiun.
OTOH, tunjangan usually used for additional income beside main/basic salary. For example, tunjangan makan = meal allowance.

"Tunjangan" in above case perhapse relate to pension paid to the wife of the pensioner, after the pensioner passed away, or to the pensioner's children if both husband and wife died and the children is younger than 21 years old.
