Null-Kurzarbeit

German to English Bus/Financial Human Resources Beschäftigung/Arbeitslage
I know what Kurzarbeit is -short-term work in British English, but what is Null-Kurzarbeit? Looking in google I see that people on Null-Kurzarbeit are not working -are they temporarily laid off? Can anyone suggest a translation of the expression?
The context is a survey-the interviewee is being asked about his/her employment status:

found this in Wicki = ""Kurzarbeit Null" bedeutet, dass die wöchentliche Arbeitszeit auf null Stunden reduziert ist bei gleichzeitiger teilweiser Lohnfortzahlung entsprechend den Kurzarbeitsregeln. Diese Sonderform der Kurzarbeit wurde zum Beispiel in den neuen Bundesländern nach der Währungsunion eingeführt, um soziale Härten in Betrieben zu überbrücken, die keine Aufträge mehr hatten, aber noch nicht geschlossen waren bzw. noch nicht wieder produzieren konnten."

I have chosen to put your two suggestions together (temporarily laid off by itself does not show that the employee is being paid during the time) together-viz. "temporarily laid off and paid to stay at home". There is a danger of confusion with "zero hour contract" where employees sit around at home without being paid hoping to be called for work."
