I am really looking for a better turn of phrase than the one I have:

French:

Tchad dispose aussi bien de potentialités énormes tant en force productive 82,8% de la population active rurale qu'en terre cultivable: 20 000 000 d'hectares de terre agricole et 5,6 000 000 ha de terre irrigable.

I have:

Chad has as much enormous potential at its disposal in productive forces, 82.8% of the active rural population, as in ground suitable for cultivation: 20 000 000 hectares of agricultural land and 5.6 000 000 ha of land suitable for irrigation.

[what's with this "5,6 000 000 ha"?)

However, I have a nasty feeling that English as she is taught in schools these days is not up to the construction "as big a house as" (any more than it is up to "if I were a carpenter") so might leave some (even native English) readers non-plussed.

I'm not worried about the "ha" but about the number. Just how many is 5.6 000 000?

If it is 5.6 million, then it should say so. Another way would be five million six hundred thousand (5,600,000).

This should of course be 5.6 000 000 ha. Ha is an abbreviation used for hectares in the text and it seems to exist in English too.
