It does rather depend on context. In the sense of "bureau d'études", "design" may be more likely than "studies", but to repeat, it does rather depend....

Organization chart wise, les "études" is like "les méthodes" ou la "métro" meaning a bunch of people. I would suggest department is required here. Plus this seems to be in-house stuff :"checked as approved" or "approved as noted"

: Ah, that's a thought that hadn't occurred to me — that it meant approval BY the design dept. (however, I don't think it would be 'designING')
