Gandhi's statement at the Congress Working Committee meeting in Ramgarh. Full sentence "What has been done in United Provinces is good, but I cannot evolve non-violence from the awakening created by Jawaharlalji, I don't want people to be crushed. If a fight launched without proper preparations, it is the poor who will suffer."
Does 'evolve non-violence from the awakening...' mean that Gandhi does not want to launch a non-violence campaign because of earlier militant statements made by Jawaharlal Nehru?

I'm wondering if it's Gandhi's legal training that is affecting his choice of words here. The word evolve used in a legal context is to deduce or also produce a condition, process as a natural consequence.
I'm not an expert on Gandhi, but I think a plausible paraphrase would be:
"I cannot deduce non-violence from the awakening created by Jawaharlalji." I don't see how Nehru's actions can be interpreted as non-violence and since non-violence is the only path conceivable to me I have problems with his approach.
Maybe there were others in the congress who had argued that Gandhi and his movement should follow Nehru.
If my understanding of Gandhi is correct, he could not conceive of any possibility for himself other than non-violence.

My interpretation would be that Ghandi was hindered from developing (to its full effectiveness) his non-violence approach by the more aggressive stance taken by Nehru and in a way tells so or tries to tell so diplomatically or again: non-violently.

I evolve this from Kim´s proposal. I am also no expert on Gandhi. I certainly agree with Kim that Gandhi could not perceive any possibility for himself other than non-violence. I also think he could not perceive any possibility for himself other than to evolve it.
What I read here is that while "What has been done in United Provinces is good" he cannot develop the non-violent campaign for freedom from this basis. It is not the right way, it does not provide the proper preparations and will lead to people being crushed.
On the other hand, maybe Kim is right that Gandhi was using this special legal sense of "evolve".
