The outriggers are basically stabilisers to help make the crane footing more stable and secure so whenever a crane is being set up it is really important the footing is sound=stable/solid/secure/steady and can be relied on, otherwise the crane can collapse and cause death

in other words, the only way to ensure you have a level crane is to make sure the footing is level and stable (e.g.outriggers won't sink into soft soil )

Just to be clear, there are several footings so of course these are plural. The footingS ARE stable...
