(provide) level stable/steady footings or base

the footing or base is what the crane is sitting on (the ground) and must be level and stable i.e. will not shift or move or sink into the ground. There are various means of doing this...
The outriggers are basically stabilisers to help make the crane footing more stable and secure so whenever a crane is being set up it is really important the footing is sound=stable/solid/secure/steady and can be relied on, otherwise the crane can collapse and cause death

in other words, the only way to ensure you have a level crane is to make sure the footing is level and stable (e.g.outriggers won't sink into soft soil )
