Title: Difficulties assessing personal development
Description: Difficulty to assess indirect outcomes and missing concrete criteria for external evaluation
Question: Indirect outcomes (especially social and personal development of the participants, and key qualifications) are difficult to assess. They are therefore not apt for use as concrete criteria for external evaluation of the whole course/scheme, although they may be the main indicator of the quality of the pedagogical processes.
It should be tried again and again to convince funding bodies that it is short-sighted to use mainly “hard outcomes” (transition rates to the labour market, formal qualifications) as the standard for quality of the programme. In any case it should be avoided to unconsciously “forget” about the truly social aims of a programme in view of the external pressure.
