Verplichte registratie Op 1 maart 2008 waren al 300 kabel- en leidingbeheerders (KLB's) vrijwillig toegetreden tot het KLIP. Maar om echt efficiënt te zijn, moeten álle KLB’s in het KLIP zitten. Vandaar dat het decreet elke persoon die kabels of leidingen beheert op het grondgebied van het Vlaams gewest, verplicht om zich registreren bij het KLIP. De registratieplicht geldt alleen voor KLB’s die kabels en leidingen beheren in het kader van hun beroepsactiviteiten of in het kader van taken van publiek belang. De verplichting geldt ook voor al wie van plan is om binnen de 50 werkdagen het beheer van een kabel of leiding op zich te nemen.

Consulting the municipality no longer necessary in Flanders from 1 September. On 1 September 2009, the implementing decree for the KLIP Decree will come into force and all cable and pipeline operators will be obliged to register in KLIP. This obligation already applied at federal level (CICC/KLIM). This means that users of one of these two internet applications can be absolutely sure they receive the maps of all the cable and pipeline operators concerned.

With regard to the safe positioning of the gas transmission network, as operator of the network GTS welcomes the proposal of the Minister of Economic Affairs to draw up regulations concerning compulsory registration of excavation work. These regulations will require cable and pipeline operators to provide information about the location of cables and pipelines, and excavation contractors to report excavation work in advance.
