You are right Fuad , the period is the first period in Islam , the rightly guided Caliphs and later the Ummayad and the Abbasied .

reinforcement, back up force

In the absence of full context, there is no way to provide a certain answer. The literal meaning of أعوان points to a team that would provide help, aid, support, etc., but the explanation given points to a force that would attempt to overcome armed and dangerous outlaws. The only terms that I could think of that would satisfy both meanings at the same time are "reinforcement" and "back up force."
