This concept came up in the context of instructions for use for an anti-mould treatment. I'm not sure what it means. I wondered at first if it was another way of saying rising damp but that wouldn't make sense as that's exactly when you would want to apply it! Does have something to do with not applying it if the surface is in direct contact with water? Is there an elegant way of saying this in English?

moisture migrating outward
This is just trying to rewrite the concept in more ordinary language as I understand it. This solution is a little more general than rising damp because I guess the moisture/humidity source could be on the other side of a wall or even infiltrating from above. If the Italian term is a genuine technical expression, then this probably isn't quite right. Good luck!

Rising damp is usually umidità ascendente.
There's a definition of "umidità di controspinta" here. I don't know if I've understood it properly, but the diagram appears to show an impermeable membrane:
