As I understand it (according to what is said in the document) the XX Diverter valves have now been combined with the YY Frequency Inverter for the first time (without being combined with any other Frequency Inverter before?)
The expression "First commissioning" seem strange to me here, and I suspect that behind it is some Dutch expression that is inadequately translated into English. And that's why I am asking this here in Eng-Dut forum (although I am translated from Eng to Fin)
The quality of English elsewhere in the doc supports the suspicion of inadequate translation.
All clarification, plz, in English. I don’t know Dutch at all.

... could be the Dutch expression you're thinking about. Is usually used in the context of (tentative or preliminary) acceptance of constructional work, however.

Ik denk dat ze bedoelen dat de uitlevering bij "first commisioning", vertaald "eerste inbedrijfstelling" bestaat uit de combinatie van deze twee eenheden. Ze bedoelen waarschijnlijk dat als er nieuwe XX kleppen worden geleverd voor eerste montage, deze altijd worden gecombineerd met de YY frequenteiregelaar.

I think they mean "eerste inbedrijfstelling", meaning delivery of new XX valves combined with YY frequency regulator at first delivery (opposed to refitting).
