ongoing financial commitments

I don't know exact equivalent in English, but in the context you mentioned the section of Disclosure Statement is related not only to disclosure of property rented but almost any commitment of "financial nature" (i.e. which has or can have certain monetary value).
This is a source document in Russian - http://base.consultant.ru/cons/cgi/online.cgi?req=doc;base=L...

So, its very close to ongoing financial or pecuniary commitments.
