This does not appear to be correctly written to me. Does second half of sentence mean something like 'consequently lack of speed of execution of jointly taken decisions'?

1.Недостаток (должно быть слитно, а не раздельно)
2. Недостаток человеческого ресурса (звучит неправильно и некрасиво), возможный вариант - недостаток человеческих ресурсов (все еще коряво, но немного лучше)

Manpower shortage at the city's Public Relations Department in Obninsk and the resulting delays in execution of joint decisions... (you are right, it does mean"consequently/therefore", but the Russian text appears to have been written by someone either illiterate, or drunk:-)) )
