I am acquainted with this document. Yes, it does mean I have read it, but this more elaborate way of putting it is as acceptable in English as it is in Russian.

It seems common enough to me. See e.g. www.ghtf.org/sg2/inventorysg2/sg2-N38R15.doc - found on Google, where there are many more such examples.

: I feel that "read and proved" is more suited. In russian "ознакомлен с документом" sounds very official and is probably used in some document.
