Entendo que o adjetivo "extrativistas" aqui significa que os pescadores simplesmente removem os peixes da natureza. Eles não tem nenhuma atividade produtiva, como por exemplo uma piscicultura. Não lembro de nenhuma palavra em EN que engloba este sentido, portanto a frase acima para indicar isso de uma maneira natural.

primary producers

I don’t think that there is a term specific to fishing, so it would come under the general term ‘primary producers’. This is what my parents did before retiring and they were officially referred to in government documents as ‘primary producers’ and more specifically as ‘fishers’. (Note that this term is more PC as my mother was hardly a ‘fisherman’, however, I do realise that she was one of only two such qualified women in her state at the time, and so ‘fisherman’ continues to be commonly used...Sorry about getting off-track!)

Getting back to the point, there is the question of how to translate the whole phrase. Personally, I would use ‘traditional and commercial fishers’ as I think that this captures the general meaning better.

In this context, I don't think "extrativsta" has the same connotation as 'extractive' in English, which usually implies exploitation.
