I am familiar with "over the counter", and I understood what this expression probably means but I'm searching for an "official" translation (if there is one):

As its name suggests, the behind-the-counter class, or BTC, resides in a pharmaceutical limbo between over-the-counter and prescription. Prescription drugs require a visit to the doctor's office, while over-the-counter drugs can be purchased right off the pharmacy shelves.
Behind-the-counter drugs require a green light from a pharmacist, but not a physician, before they are purchased.

vendibili solo in farmacia
credo che questa formulazione possa esprimere il concetto di farmaci che non possono essere venduti altrove, benché non necessitino strettamente della prescrizione medica. Rientrano in questa categoria anche alcuni preparati ormonali. Buona serata!
