Se entiende que un ordenamiento es una ley, ordenanza, disposición, normativa jurídica bajo pena de sanción cuando se incumple. Ese es su vigor.
Estos ordenamientos a los que el artículo se refiere, son el Código Civil y en el Reglamento del Registro Civil del Estado desde donde se sustentan legalmente los artículos mencionados.

¡Por qué tiene valor una simple copia certificada de un documento?, pues, porque están respaldadas por alguna norma o reglamento. Así de simple.

"Both regulations in effect/force" is fine, even though I feel it's a little redundant. I don't know how literal you're supposed to translate it, but if you use "based on the articles..." it already implies the articles are in effect.

"In accordance with" is another valid option.

That's what I was saying, I'd skip it because it's redundant. If he still needs or wants to mention it again, I'd go with his own suggestion.
