nómada geográfica

Spanish to English Tech/Engineering Telecom(munications) telephone numbering (Spain to UK)
Does anyone have an idea what this term refers to? I've found the term "Numeración geográfica y vocal nómada geográfica" here

but I can't work out what the term would be in English, according to the numbering plan defined in the UK here:

The word "nómada" is used with the modifiers "geográfica" and "no geográfica" so it can't simply "non-geographic number" as I first thought.

Here's the context:
"...la propuesta de [Compañías X y Y] incluir, además de la numeración geográfica y la nómada geográfica, la numeración correspondiente al servicio nómada no geográfico (rango 51X)."

Local presence number?? The difficulty here is that in English nomadic and geographic seem to be non-overlapping categories of numbers: a number is either one or the other. What I think this means (though I'm by no means confident about it) is that it's a geographic number (beginning 8 or 9) that behaves like a nomadic number, so people can call you on it wherever you actually are. I have a hunch that this is what they call a local presence number, a location-independent geographic number:

"Local Presence Numbers from ITC enable your business to appear local, anywhere you choose in the UK, by using a local exchange code telephone number that connects to your office, regardless of where in the UK you're based.
These numbers, also known as Virtual numbers, Ghost numbers, Local phone numbers or Local area numbers are, in real terms, geographically independent, yet provide the assurance of a geographic code."

Thanks, Phil. At least I now have the security that "nomadic" does work in the context of telephony (VoIP). I'd still like to find references to "geographic nomadic numbers" to be convinced this is right though.

The first reference explains "nomadic", and the second "geographical". Nomadic means you can use the number anywhere, and geographical means that it looks like a number from one geographical area.
