This is the heading for a document (where the term is not used again) designed for use in training sessions for supermarket managers. The session is designed to help them decide how to increase profits, etc. by presenting certain products in certain ways and in specific locations. The document lists a number of recommendations and options for presenting those products.

No amount of literal translation will produce a term that is acceptable in English since we ust don't use terms like this. I would be inclined to call it one of the following

* management training management
* senior staff training manual

I think that the document you describe is more limited in scope than a training manual. Rather, it sounds like something to supplement any training manual that might be used.
