I think we're missing that there are two particle に's. I believe Kurts translation is as if the second に was actually an を。Which actually seems more natural Japanese. I wonder if this is a typo.

As written, I think that this is a better translation.

"allocated to the subcodes in the order the data is received."

But we don't know what the subject is, we don't know what is being allocated/assigned to the subcodes.

With that addition, I still only get...
"multiple errors may occur, so X is allocated to the subcodes in the order the data is received."
I can't tell what the subject is meant to be...

I didn't even notice that there were two に. Based on your feedback, I would change to "assign _to_ subcodes" - thanks.
