Could it be "Manschette?" Manschette=techn. sleeve, boot, (eines Kolbens)cup, (Dichtung) packing, sealing member etc.
"sleeve" is the most widely used one to my knowledge.

Again, only if it is a mis-spelling and is actually Manschette and is in a MEDICAL equipment context (sphygmomanometer) - this could then refer to the cuff forming part of that equipment.

The Manschette is packing ring which is usually called a collar or sleeve. While working on numerous engineering projects, I have come across both collar or sleeve.
