(وفعلة لمرة) اي مصدر الثلاثي بقرينة ما بعده ولا فرق فيه بين ان يكون مصدره الأصلي على فعل كضربة من الضرب او لا كجلسة من الجلوس ثم فعلة التي للمرة انما تكون لما يدل على فعل الجوارح الظاهرة المحسوسة لا لما يدل على الفعل الباطني كالعلم والجهل او الصفة الثابتة كالحسن والظرف

I think it shouldn't be translated literally. It means that a verb that has the meaning of a real action like play, eat and fly, which is known in English as a action verb.

This text looks like a manual of الصرف Morphology ( of the Arabic Language). I firmly believe that the adjectives الظاهرة and المحسوسة can both be translated into one term in English ( which I have done above).

If you look at for example the verb جاء , grammatically how would you translate it? If you said past you would be right and wrong because if you have the verb after the particle إذا جاء نصر الله والفتح ...إلخ then you know that here for instance it is not past. It is فعلٌ ماضِ but not past simple...
