Software with results in Windows balloon tip?

Years ago there used to be a small software program developed by an Israeli company, which showed the translation of any word over which you hovered your mouse, instantly in a Windows balloon tip. It worked in any text application. Brilliant idea because it was fast and needed no clicks -- just hover over your word, and translations would appear instantly in the language you had pre-selected.
